I guess technically there's some reason why they can't honor such transactions (as opposed to not wanting to)

For whatever reason (I've seen several, but they don't make sense to me at least), the UK (other than N Ireland) allegedly won't honor US credit cards for tobacco sales. The N. Irish and Irish store prices are about as high as the 'mainland' UK; I'd likely still pay it (occasionally at least)...
