Do you need a specific color or weight? A cheap source of canvas cloth is a standard drop-cloth you can find in any hardware store paint department. Generally comes in large sizes and cheaper than buying at a fabric store... although it may not be the best quality.

Search for fire hose tubing. Then scroll down. They have all sorts of sizes and materials. Different coloring is available. Look at the supplier and manufacturer information and perhaps go to their actual websites for more information. Sometimes better pricing direct than though Amazon.

I also saw the couplings they use with those fabric hoses. But you may not need those.
 
Zip tie one end then stuff tube till it's tight as hell in tgere then zip tie other end.  Then take rope tie it off to a tree then take tube with tobacco in it and wrap that tube with that rope as tight tight tight and even as you can.  After you have it wrapped tie a knot in the end so rope won't come loose

Then let it set this is how they made it on ships in the Navy in ww2
 
Yes Arky, I sew.... badges on to my children's scout uniform and also that of my own. I actually really enjoy it, find it very therapeutic and take great pride in doing a neat job!
 
As opposed to tubing, how about just rolling up the tobacco in canvas and then winding it in rope? Think it would have the same effect and you could avoid hunting for tubing.
Theres some youtube vids out there of people winding tobacco in ropes the old way.
