Max Brugger's "The Ambassador"

He directs and stars. Apparently a diplomatic title, with all the appropriate documents to attest to its authenticity, gives higher-level crooks access to much of Africa's wealth, in a variety of nations. You just pay the right people. Brugger gets the title and goes undercover and begins amassing money, making deals with the corrupt who not only want to benefit by the operation but who are also trying to cheat him. Secret cameras and people go missing. The corruption goes to the top; heads of state are riddled with psychopathology and predictably violent.
