Metal collar needs to be re-glued to briar shank

Hello, brothers --

Just received an unsmoked pipe purchased on Ebay. Very inexpensive. The pipe resembles a Peterson full bent and it has a metal collar on the end of the shank where the stem is inserted.

The metal collar has a good fit, but is loose enough that I can pull it off. I would like to re-glue the collar to the shank.

What type of glue would be best?

5-minute epoxy or a tiny bit of silicone sealant.

Do you have a personal preference between the epoxy and the silicone? For the silicone sealant, is there a particular manufacturer that you prefer?
