Interestingly, and on the topic of Benny Hartwell tobaccos, it looks like 4Noggins just added the verbiage "This is New Stock, made in its entirety by Sutliff Tobacco" to the descriptions of each Hartwell blend. Anyway, it's nice to see them being honest about where these are coming from...

Depends on a couple of factors for me. For one, how dense is the press of the flake? Are we talking Dark Star, Stonehaven, Blackwoods Flake, FVF. Those I rub out. More loosely presses flakes, especially the EU produced VA flakes like Dunhill Flake, Solani 633/660, Mac Baren HH Pure...
