My bet would be that "tobacco cellaring" is a creature of the internet, as suggested by Brewdude above. There is plenty of pipe smoking in literature and older movies, but nowhere any allusion to cellaring that I have ever come across. I just don't think smokers deliberately aged and hoarded...
