well PB if you think about it the horn is already faulty due to it blairing all the time, thus in order to have it repaired the owner would have to drive it with the blairing horn to either a shop to have it fixed or a parts store to get the parts then back home to fix it himself. That in turn would cause a whole lot of road rage and possible shots fired and death. That is if a LEO don't stop the said person first and have him disconnect the horn anyway or tow the vehicle.
