Not in this instance. Piet asked for his membership to be removed. In the past we erroneously granted these request, leading to issues just like this. To the best of my knowledge Piet is welcome back whenever he desires back.
Edited in: don't ask why he wanted his membership removed, I do not remember. Some do it for health reasons, some because they've quit smoking, others because they disagreed with a decision the mods made, and even some because they get butt hurt over another member.
