Mostly by teens who, if apprehended, are released almost immediately. A close friend, who retired as a municipal judge last week, related that Minnesota closed virtually all its facilities to house "juvenile offenders" and because there's no place to put them, they are released to their parents. If there is a violent crime, there's an attempt to have them tried as an adult, which usually fails unless the offender is close to 18.
