I believe only on the Solstice's do they allow the public into the monument. Most of the year it's fenced off and we're kept at a distance. If anyone has been there, you might have noticed, as I did, that in our minds and "history" it's a huge monument, (even many of the traditional paintings from the 1800s show it as huge, dwarfing the humans near it), but it's really rather small.
